Women That Care INC
Women That Care INC is led by a dedicated and experienced leadership team committed to restoring dignity, confidence, and opportunity to homeless, underserved, and previously incarcerated women. Our board and program leaders provide governance, strategic direction, financial oversight, and structured program development to ensure that our mission is carried out with integrity, transparency, and measurable impact.
Together, our leadership reflects expertise in education, behavioral intervention, compliance, emotional wellness, and community empowerment.
Rochelle LaRoach
Founder & Executive Director
Rochelle LaRoach founded Women That Care INC in September 2025 with a vision to uplift women in need through confidence-restoring resources and structured support systems.
With a background in the beauty industry and community outreach, Rochelle understands the transformative power of personal care in rebuilding self-esteem and preparing women for employment opportunities. She oversees strategic partnerships, donation coordination, program development, and community engagement initiatives.
Her leadership is rooted in compassion, resilience, and a firm belief that when a woman feels confident in her appearance and supported in her growth, she is empowered to rebuild her future with dignity and hope.
Dr. Pamela Payne
Board Member | Treasurer & Secretary
Dr. Pamela Payne serves as Treasurer and Secretary of Women That Care INC, providing financial oversight, governance leadership, and organizational accountability.
Dr. Payne holds a Master’s Degree in Education and a Doctorate in Education. She possesses a California Credential in Special Education and a Preliminary Administrative Credential. With over 20 years of service in the Los Angeles Unified School District (LAUSD), she brings extensive experience in educational leadership, program structure, and community advocacy.
Her expertise ensures strong financial stewardship, ethical governance, and long-term sustainability for Women That Care INC’s mission and programs.
Sheila John
Board Member | Community Programs & Compliance Advisor
Sheila John brings a diverse and highly specialized skill set to Women That Care INC, strengthening the organization’s commitment to safety, compliance, inclusion, and holistic care.
She is certified in environmental compost handling and proper food waste disposal, promoting responsible and sustainable practices within community operations. Sheila also holds certification in cosmetology, aligning with Women That Care INC’s mission to restore dignity and confidence through personal care services.
In addition, Sheila is certified in safety and hazardous material handling, anger management, emotional intelligence, life skills development, and grief management. Her training allows the organization to provide structured, trauma-informed, and emotionally supportive programming for the women we serve.
As a proud member of the LGBTQ community, Sheila brings valuable lived experience and a deep commitment to inclusivity, equity, and safe-space advocacy. Her perspective strengthens Women That Care INC’s dedication to serving all women with compassion, respect, and cultural sensitivity.
Sheila’s leadership reflects integrity, accountability, and a strong belief that empowerment must be accessible to every woman, regardless of background or identity.
Ty Griffin
Board Member | Community Programs Director & Facilitator
Ty Griffin serves as Community Programs Director, leading structured personal development and behavioral empowerment initiatives within Women That Care INC.
She is certified in life skills training, stress management, emotional intelligence, and domestic violence awareness. Ty is also a facilitator of gang diversion, anger management, and coping skills programs, bringing hands-on experience in behavioral transformation and emotional regulation strategies.
Through trauma-informed engagement and structured facilitation, she empowers participants to build accountability, strengthen decision-making skills, and develop practical coping strategies for long-term stability.
Her leadership reflects integrity, consistency, and a deep commitment to creating safe spaces where transformation is possible.
